Bad Lead: "Americans' shrinking appetite for gasoline could lead to delays in some Clark County road projects."
This is a bad lead because it is a generality.

Good Lead: "Clark County's wages are slowly catching up to the Portland-area average, according to figures released Thursday by the U.S. Bureau of Economic Analysis."
This is a good hard news lead because it gives the what, where and the who along with proper date usage all in one concise sentence.

Both articles found on the front page of today's Columbian.

I read a story titled, "Colleges better prepared a year after Va. Tech," found in the Columbian on Wednesday, April 16, 2008. It was involving local colleges so it ran in the Clark County section. This story was news worthy because of the impact it has on families and communities everywhere. The emotions that involve the readers makes the story appealing to almost everyone.
